China is currently the only major country with no animal welfare legislation. This legal vacuum has allowed organized cat torture networks to thrive, distributing sadistic videos via Telegram and other platforms.

These videos depict cats being placed in microwaves, ground in blenders, having their limbs amputated, and being poisoned or boiled alive. In just one year, the number of new videos has increased by over 500%.

A single post or story from you could bring massive attention to this issue and pressure decision-makers to act. If you prefer a more private approach, reaching out to the Chinese embassy in your country or connecting us with someone in your network who could help would be equally valuable.

A woman named Caizhens has opened a huge rescue in China. She needs funds to be able to keep on rescuing more cats and dogs.

Stay, but Lead

Project No More has written directly to the brands and buyers sourcing from the Jieyang region, where the Wangwang case drew international attention. The position letter does not ask any company to leave Guangdong or close a factory. It asks them to use the influence that comes with a long commercial relationship: engage supplier management on these concerns, encourage dialogue with local authorities, build employee awareness, state plainly that cruelty is incompatible with their values, and make factory sites safe ground for companion animals. The short letters below put the same ask in your own name, and companies further down the list unlock on their posted dates.

Dear [Recipient],

Project No More is writing regarding your company's sourcing relationship with [Supplier] in [Location].

Project No More's "Stay, but Lead" initiative was founded in response to the widely publicised Wangwang case in Jieyang, which attracted international attention and prompted widespread concern about the treatment of companion animals and the broader responsibilities of those with influence in the region.

Publicly available supplier information reviewed by Project No More indicates that [Buyer] has a commercial relationship with [Supplier]. We are not alleging any wrongdoing by [Supplier]. It is this relationship, and the influence that accompanies it, that is the reason for this correspondence.

This is foremost an ethical sourcing and supplier governance issue. Animal Welfare Policies are relevant, but they do not answer the core question when they stop short of supplier engagement and responsible sourcing.

Western companies rightly take pride in values such as compassion, responsibility, respect and ethical leadership. These values are reflected in supplier codes of conduct and commitments to responsible sourcing, and have given rise to Animal Welfare Policies.

Project No More is not asking companies to withdraw from Jieyang or Guangdong, nor are we calling for factories to close or workers to lose their livelihoods. We believe neither would solve the problem nor represent a fair outcome.

Instead, we ask companies to recognise that long-term commercial relationships bring influence as well as economic benefit. Where serious concerns exist regarding the treatment of companion animals, responsible corporate citizenship means using that influence constructively.

Customers and shareholders increasingly expect companies to do more than publish policies. They expect businesses to engage with suppliers, encourage dialogue with local authorities where appropriate, and promote standards consistent with the values they publicly espouse.

This is not a request to end commercial relationships. It is a request to help improve the communities in which those relationships exist. Responsible sourcing is about stewardship as well as supply chains. Regions benefiting from a company's commercial success are places where that company is uniquely positioned to encourage positive social change through engagement, partnership and leadership.

Project No More respectfully suggests consideration of measures such as:

Engaging immediately with supplier management to discuss stakeholder concerns and identify practical actions.
Using established corporate relationships to encourage constructive dialogue with relevant local authorities and support initiatives that strengthen the protection of companion animals.
Promoting a culture of compassion and responsible citizenship through employee awareness programmes.
Reaffirming that abuse, intimidation or cruelty of any kind is incompatible with company values and supplier expectations.
Working with suppliers to ensure, where appropriate, that factory sites are welcoming environments for companion animals, with clear expectations for all employees and contractors, including security personnel.

We believe that the public announcement of measures such as these would demonstrate genuine leadership, reassure customers and shareholders that their concerns are being taken seriously, and help to defuse the current crisis through constructive engagement rather than disengagement.

We would welcome the opportunity to discuss how [Buyer] intends to exercise leadership through its supplier relationships.

The initiative responds to the widely publicised Wangwang case in Jieyang and the wider concern it raised about the treatment of companion animals in China.

Publicly available supplier information reviewed by Project No More indicates a commercial relationship between Target and this supplier. I am not alleging any wrongdoing by the supplier. I am writing because long-term commercial relationships carry influence as well as economic benefit.

I am not asking Target to leave the region, and I do not believe factory closures would be a fair outcome. Your Animal Welfare Policy is welcome, but it does not answer the question that concerns me: how is your company using its influence with its suppliers to encourage positive change?

I would welcome a public statement on the practical steps you intend to take. Companies can keep sourcing from the region while also leading. That is why I support "Stay, but Lead".
